- Merchant Center is not just a feed upload tool — its programs and add-ons decide where your products can appear and how they look in the auction.
- Most stores switch on Shopping ads and leave free listings, remarketing, ratings, promotions and shipping/returns settings untouched.
- Every program you leave off is a placement, an annotation or a trust signal your competitors get and you don't.
- Performance Max inherits all of this: a weak Merchant Center setup limits PMax no matter how good your bidding is.
- Run a 15-minute programs audit once a quarter — Google adds and changes programs regularly.

Why Merchant Center Programs Matter More Than You Think
When a Shopping or Performance Max campaign underperforms, most advertisers look at bids, budgets and ROAS targets first. That makes sense — those are the levers inside Google Ads. But a large part of what decides your results is set one level earlier, in Google Merchant Center.
Merchant Center controls three things your campaigns can't fix on their own:
- Eligibility — which Google surfaces your products are allowed to appear on: Search, the Shopping tab, Images, YouTube, Display, Maps.
- Presentation — what your listing looks like: star ratings, promotion tags, shipping and returns info, price annotations.
- Stability — how often products get disapproved or limited because of price, availability or image mismatches.
Here's the catch: many of these are separate programs or add-ons that you have to enable deliberately. The account works without them, ads still run, nothing looks "broken." So most stores never notice they're competing with one hand tied behind their back.
Let's go through them one by one — what each does, who needs it, and what to check.
Free Listings: The Traffic You're Leaving on the Table
Free (unpaid) product listings let your products appear across Google surfaces — the Shopping tab, Google Images, Google Search and more — without paying per click.
This is free traffic from the same feed you already maintain for ads. It also gives you extra data: free listing clicks and conversions show up in Merchant Center performance reports, which helps you spot products that perform well organically before you put budget behind them.
- Enable it for every country you sell to, not just the primary one.
- Check for "limited" products — missing attributes can keep items off free surfaces even when the program is on.
- Set up conversion tracking so you can actually see what free listings bring in.
Who should enable it: every e-commerce store. There is no real downside.
Shopping Ads & Performance Max: The Core Connection
The Shopping ads program is what allows your products to serve in paid Shopping placements — both in Standard Shopping and in Performance Max campaigns. It sounds obvious, but we regularly audit accounts where:
- Merchant Center is linked to the wrong Google Ads account (or to an old one);
- Shopping ads are enabled for one country while campaigns target several;
- feed-level exclusions silently remove products from ads via
excluded_destination.
What to check: the Merchant Center ↔ Google Ads link is active and points to the right account; the Shopping ads destination is on for all target countries; and the product count in Merchant Center roughly matches what Google Ads shows in your listing groups.
Dynamic Remarketing: Bring Back Product Viewers
Dynamic remarketing shows previous site visitors ads featuring the exact products they viewed, pulled directly from your Merchant Center feed. It powers product-based ads on Display, YouTube and inside Performance Max.
Most visitors don't buy on their first visit. Generic "come back" banners rarely work; showing the specific item someone looked at does much better. Performance Max also relies on remarketing signals to find high-intent users faster.
- Send the right parameters: your remarketing tag (or GA4 + Google Ads integration) should pass
id,valueandgoogle_business_vertical: retail. - Match the IDs exactly: product IDs in the tag must match the
idattribute in your feed. A mismatch (for example SKU vs. variant ID) is the most common reason remarketing audiences stay empty. - Confirm the lists are growing in Google Ads → Audience manager.
Product Ratings and Store Ratings: Trust in the SERP
- Product ratings — star ratings on individual products, aggregated from your reviews via a supported reviews provider or a product reviews feed.
- Store (seller) ratings — stars for your shop as a whole, based on reviews Google collects about your store.
In a Shopping carousel every product looks similar: image, title, price. Stars are one of the few visual elements that make a listing stand out — and they act as social proof before the click. A higher click-through rate at the same bid means more traffic for the same budget.
- Connect your reviews source and enable the product ratings program.
- Use matching identifiers (GTIN, MPN + brand, or SKU) so Google can link reviews to products.
- Start collecting store reviews early — qualifying for store ratings takes time.
Tip: don't wait until you have "enough" reviews. Turn on review collection now; stars start showing once the threshold is reached.
Promotions: Stand Out Without Cutting Your Price
Merchant promotions let you attach special offers to your listings — "15% off," "Free gift with purchase," "Free shipping over $50" — shown as a promo annotation on Shopping ads and free listings.
Promotions catch the eye in a crowded carousel and can lift CTR without lowering your listed price across the whole catalog. They're especially effective in seasonal peaks — Black Friday, holidays, back-to-school — when competitors are all fighting on price.
- Match your site exactly: promotion terms on the website must match what you submit, or the promotion gets disapproved.
- Submit in advance: promotions go through review before they can show, so last-minute uploads may miss the peak.
- Target specific products with
promotion_idin your feed instead of applying an offer to the whole store.
Shipping, Returns and Store Quality Signals
Shipping speed, shipping cost and return policy settings in Merchant Center power annotations like "Free delivery," "Free 30-day returns" and delivery estimates — and feed into Google's overall view of your store's quality.
Shoppers compare total cost and convenience, not just product price. A listing that clearly says "Free delivery" and "Free returns" often beats a slightly cheaper one that doesn't. Strong shipping and returns settings also count toward store quality signals that can earn your listings extra badges and visibility.
- Configure shipping per country with realistic handling and transit times — don't leave it blank or estimated.
- Add your return policy in Merchant Center, not just on your website.
- Keep everything consistent with your site. Mismatches are a classic cause of misrepresentation issues.
Local Inventory: For Stores With Physical Locations
Local inventory ads and free local listings show shoppers that a product is available in a nearby store, with options like "In store," "Pick up today" or "Pick up later."
For retailers with physical locations, this bridges online search and offline sales: a shopper searching for running shoes sees your product and that it's in stock nearby. Performance Max can use local inventory too when you optimize for store goals.
- Link your Google Business Profile to Merchant Center.
- Submit a local inventory feed (store code + availability + price) and keep it updated.
- Complete store verification so the program can go live.
Who should enable it: only stores with physical locations — skip this if you're online-only.
Automatic Improvements: Protection Against Disapprovals
Automatic item updates let Google update price and availability in your listings based on the structured data on your landing pages, and improve product images automatically — for example by removing promotional overlays.
Price and availability mismatches between feed and website are one of the most frequent reasons products get disapproved — and every disapproval is a product that stops serving. Automatic updates act as a safety net between feed refreshes, keeping more of your catalog eligible.
- Turn on automatic updates for price and availability.
- Add valid
Productstructured data (schema.org) with price and availability to your product pages — without it, Google has nothing to update from. - Treat it as a safety net, not a replacement for a fresh feed. Keep your feed updated at least daily.
Loyalty Programs and Member Pricing
If your store runs a loyalty program, Merchant Center lets you show member benefits — member-only prices, loyalty points, special shipping — directly in your listings. Shoppers see a better member price right in the listing, which turns an existing loyalty program into an edge in the auction.
- Check availability for your country and account — the program isn't available everywhere yet.
- Configure tiers and member prices in Merchant Center and reflect them in the feed via the
loyalty_programattribute.
Who should enable it: stores that already have a loyalty or membership program. Don't build one just for this.
